市町村を中心に、行政が主体となる災害対応を研究しています。現場での調査や自治体職員との研修に加え、実務者とともに課題解決に取り組むアクションリサーチを大切にしています。実践の過程を記録・検討し、業務の進め方、組織間の連携、判断に必要な情報のあり方を考えています。
I study disaster response led by public authorities, with a focus on municipalities. Alongside fieldwork and training with municipal officials, I value action research that involves working with practitioners to address practical challenges. By documenting and examining these processes, I explore work procedures, coordination across organizations, and the information needed for decision-making.

Planning and decision-makingHow can disaster response be organized with limited personnel and time? I study planning methods that use damage information and workload estimates to consider procedures and staffing, and to explain the basis for decisions.
被災自治体と支援者は、どう役割や情報を共有するのか。庁内の部局間調整に加え、自治体間の応援・受援を研究しています。能登半島地震を対象とした全国調査にも参画し、組織を越えて災害対応を進めるための体制や役割を検討しています。
Coordination and information sharingI study coordination between departments and mutual assistance among local governments. Through participation in a nationwide survey of the response to the Noto Peninsula Earthquake, I examine the roles and arrangements needed for organizations to work together.
対応の経験を、次の担当者や災害への備えにどう生かすのか。災害対応の文書や実務者の経験をもとに、業務の手順や判断が必要になる場面を整理し、研修や実際の対応で参照・共有できる形を検討しています。
Response tasks and experienceHow can experience inform future disaster response? Drawing on operational documents and practitioners' experience, I organize procedures and decision points into forms that can be shared and used in training and actual response.

Operational and organizational conditions for using information in decisions
This study compared five disaster response operations in Wajima City to examine the operational conditions under which information was used for decisions and coordination between departments. It focused on responsibility for data updates, the workload involved, and the settings in which coordination and decision-making took place.

住家被害認定調査と罹災証明書の発行を題材に、業務量や必要な人員を見積もり、対応方法を選ぶ研修を開発しました。自治体職員が参加する研修で実践し、参加者の評価と改善点を整理しました。
Planning disaster response by estimating personnel and time
This study developed a training program for estimating workloads and staffing needs and selecting response methods, using housing damage assessment and the issuance of disaster victim certificates as examples. The program was implemented with municipal officials, and participant feedback and areas for improvement were examined.

令和6年能登半島地震の輪島市で、応急危険度判定や仮設住宅などの業務を対象に、データ活用の実態を報告しました。市の職員と外部支援者が、共有・判断・進捗管理の目的に応じて情報を扱った過程を整理しています。
Data use through collaboration between an affected municipality and external supporters
This study reported on data use in Wajima City following the 2024 Noto Peninsula Earthquake, including building safety assessment and temporary housing operations. It described how municipal officials and external supporters handled information for sharing, decision-making, and progress monitoring.

兵庫県立大学大学院減災復興政策研究科准教授。1991年兵庫県神戸市生まれ。2023年3月に同大学で博士（学術）を取得。凸版印刷株式会社、国立研究開発法人防災科学技術研究所での勤務を経て、2026年10月に着任しました。
被災地での支援活動を通して、立場によって必要な情報や重視する課題が異なることを学び、行政組織の判断や連携を研究してきました。時には自らも現場に身を置き、自治体職員と課題解決に取り組みながら、そこで生じる疑問を研究の問いとして検討することを大切にしています。
I am an associate professor at the Graduate School of Disaster Resilience and Governance, University of Hyogo. I was born in Kobe, Hyogo, in 1991 and received my Ph.D. from the same university in March 2023. After working at Toppan Printing Co., Ltd. and the National Research Institute for Earth Science and Disaster Resilience (NIED), I took up my current position in October 2026.
My experience supporting disaster-affected communities has shown me that information needs and priorities differ among stakeholders. I have studied decision-making and coordination in public administration. Where appropriate, I work directly alongside municipal officials to address practical challenges, treating questions that arise through this work as research questions.
